There were no restrictions. In particular, there can be no more than 50 uploaded tracks in one playlist (although the number of playlists does not seem to be limited).
This feature requires an active Spotify Premium subscription (since it's about saving tracks to the device). If you don't have such an opportunity yet, you will have to wait a little: it is spreading gradually and will become available to all users in the coming weeks.
